About CyberUSA
CyberUSA is a national network that strengthens cybersecurity resilience by uniting state and local communities across sectors. Built on trust, collaboration, and shared intelligence, CyberUSA functions as a “community of communities,” connecting locally driven information sharing and analysis organizations (ISAOs) with a national framework.
This structure empowers businesses and governments to share cyber threat information, coordinate response strategies, and sustain growth through market-based models that reinforce both local and national resilience.

History

CyberUSA was launched on October 16, 2016, at the CyberMaryland Conference in Baltimore. What began as an alliance of seven state wide cyber communities — Maryland, California, Texas, Massachusetts, South Carolina, Louisiana, and Colorado — quickly grew into a national platform designed to connect and strengthen regional cyber ecosystems.
CyberUSA grew out of Phillip Bond and David Powell’s recognition of the need to connect cyber organizations nationwide. While forming CyberMaryland, David was approached by other state-level cyber and technology groups seeking guidance. Together with Phil, he envisioned a national network linking these communities. When they shared the idea with Governor Tom Ridge, the nation’s first Secretary of Homeland Security, he embraced it, emphasizing the importance of a grassroots approach that connected cyber experts with policymakers. Ridge became honorary chair, championing the initiative from the start.
Like many organizations, CyberUSA scaled back its activities during the COVID-19 pandemic, but relaunched in November 2024 and has been growing steadily ever since. Today, it continues to carry forward its legacy, connecting communities, accelerating resilience, and advancing America’s cybersecurity and economic security.
