The CyberUSA Origin Story

August 20, 2025

‍

CyberUSA’s inaugural webcast brings together co-founders Phillip Bond and David Powell with Executive Director Adam Rak to discuss the origins and evolution of the organization. The conversation traces the idea back to early discussions between Bond and Powell about the need for “connective tissue” among state and regional cyber communities, sparked by inquiries from other organizations curious about the CyberMaryland model. When they shared the concept with Governor Tom Ridge, the nation’s first Secretary of Homeland Security, he became a champion of the grassroots approach that remains central to CyberUSA’s mission.

The founders discuss early challenges, including building trust among communities, addressing skepticism about funding, and creating a platform for secure threat intelligence sharing. They highlight tangible successes such as the launch of Cyber Hawaii, which engaged the governor, local media, and the business community, and served as a model for nationwide expansion.

Bond, Powell, and Rak also explore CyberUSA’s ongoing goals: fostering collaboration across public and private sectors, amplifying best practices, and helping local communities strengthen cyber resilience. The webcast blends practical lessons, strategic insights, and lighter moments, offering listeners an insider’s view of how a “community of communities” grows from vision to impact.
